The Tenants 2

Today began unusually.  The TENANTS in the condo above me invited a guest and dog over for the night. Their action violates the condo board rules. 

How did I find this out?  The hard way.

I set out this morning to let my dog out onto the balcony to look around. We call it doggy TV. 

I noticed a pool of moisture on the balcony deck on the south end. The glass wall was wet and streamlets were leading to the wet glass. Then I noticed yellow droplets on the balcony rail. Looking up, to no surprise, I found yellow droplets clinging from the balcony ceiling ( the floor of the upstairs neighbor). 

The TENANT neighbors' guest's dog urinated on their balcony and therefore defiled my balcony. 

My wife called downstairs and they sent the rover to investigate. It turned out to be true and they apologized to the management person. 

So end of story.   Not. 

In subsequent emails to the property manager I learned that the TENANTS would be fined... again for the breaches of the Condo rules- undocumented guest and a dog not belonging to a condo owner, as well as abusing my balcony. I also learned that when enough fines have been levied on person living in the condo, the lease will not be renewed and in some cases court proceedings occur to remove the offender. 

So what?  

The management will not provide proof to me that they in fact fined the TENANT or even sent a letter to the owner and TENANT, even though the management says they did. But the management says they keep records for court cases, so I can trust them in what they say.  (I will believe that when I see the records.)

So I did some internet sleuthing and discovered that the owner was an LLC and that the property was managed by a national law firm of questionable reputability. 

But I dug deeper and found out that a woman and her family own the condo. So where is she?  Bogota, Colombia, SA.

So, I doubt that the TENANTS will ever be kicked out. I doubt that the owner will ever know and I am stuck scrubbing the balcony.
